His office has helped hundreds of veterans through the backlog to get the treatment they deserve, and he’s reached across party lines to get more medical staff into the VA so that no veteran has to wait for the care they need.</p><p><strong>Dr. Bera believes that Medicare and Social Security are guaranteed promises and key to a dignified retirement. </strong>He has fought efforts to privatize Social Security and is working to reduce waste, abuse, and fraud in Medicare to protect it for the future. He was proud to receive the endorsement of the Planned Parenthood Action Fund, because he understands that we must leave decisions about a woman’s health to her and her doctor.</p><p>Dr. Bera is working with lawmakers from both parties on <strong>commonsense policies to move America forward, </strong>including slashing red tape for small businesses and cutting taxes for middle-class families.</p><p><strong>He has seen firsthand how education can improve lives, </strong>and how too many cannot afford the education or job training they need to compete in our changing economy. <h4>After the Supreme Court decision to overturn Roe v Wade, Dr. Bera understands protecting women’s access to reproductive health care is more important than ever.</h4><span class="image image-framed image-right" style="width: 50%;"><span class="image-inner-wrapper"><img src="https://run.imgix.net/36ba5613-73f5-4680-86a9-938bfd298773/4e6decc6-c9ee-42ee-87d7-f4b0c8c8b6cc/4e6decc6-c9ee-42ee-87d7-f4b0c8c8b6cc.jpg?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C1975%2C870&amp;w=1500" alt="" caption="" align="right" alignwidth="50" variant="framed"></span><span class="caption" style="display: none;"></span></span><p><strong>In early June 2022, Dr. Bera along with other Democrats in Congress introduced the <em>Affordability is Access Act </em>(HR 7894), a bill to expand affordable over-the-counter birth control options and allowing women to plan their own reproductive lives, on their own terms. </strong>He also previously voted for the <em>Women’s Health Protection Act</em> (HR 3755), which would take a critical step in codifying the constitutional protections under Roe v. Wade. Making sure women have the right and access to make their own reproductive health decisions is imperative to women’s equality.</p><p><strong>Since being elected, Dr. Bera has consistently stood up for women while Republicans across the country are ramping up their all-out assault on women’s basic health freedoms. </strong>There is no place in Congress for those who have repeatedly wasted time and taxpayer money to deny coverage for basic women’s health care like birth control. Dr. Bera knows that preventative care can save lives and millions of dollars, which is why he has vowed to continue fighting to support organizations like Planned Parenthood who provide critical life-saving services like family planning and counseling, birth control, screenings for cancer, and testing and treatment for sexually transmitted infections. Additionally, he was named a <em>National Women’s Health Champion</em> by Planned Parenthood for his vision, leadership, and integrity in advancing women’s reproductive care.</p><p>Dr. Bera knows that women’s health also begins with safety. <strong>He took a stand for women experiencing violence by voting to reauthorize the <em>Violence Against Women Act</em>. </strong>He’s fought to secure funding for groups that help victims of domestic violence get services to help keep them safe and punish their abusers.</p>

<p><strong>Dr. Bera believes that women’s equality, equal pay for equal work, and access to health care are fundamental rights. </strong>As a physician, Bera understands that a woman’s decisions about her health care should be between her and her doctor and that it is wrong for politicians to threaten women’s healthcare to score political points. <p><strong>SACRAMENTO COUNTY, CA — </strong>Today, Rep. Ami Bera (CA-06) announced that his campaign enters the final quarter with nearly $2 million in cash-on-hand, a strong display of strength that underscores his readiness to win and help Democrats reclaim the House majority in 2026.</p><p>With Proposition 50 expected to pass and redraw California’s congressional map, Bera is well-positioned to run in either the new California Third or Sixth Congressional District.</p><p>Nonpartisan analysis <a href="https://www.insideelections.com/news/article/a-detailed-analysis-california-redistricting-new-map-texas-gerrymandering">reveals</a> that the new 3rd District will carry a baseline of D+6, with Harris estimated to have carried it by about 10 points in the 2024 election. Notably, the only Republican to carry the new 3rd District in the past decade was Lanhee Chen in the 2022 Controller’s race. The new 6th District is likewise estimated with a D+6 baseline, with Harris having carried it by roughly 8 points in 2024. Bera will have represented roughly 60 percent of either district at some point during his time in Congress.&nbsp;</p><p>In the current map, Bera already outperformed Harris in CA-06 by approximately 2.4 points, demonstrating his ability to exceed even a favorable Democratic baseline. That overperformance — especially in swing neighborhoods — shows his proven ability to grow support beyond what a “typical” Democratic candidate might receive under the baseline index.</p><p>“Our campaign is ready to win and help Democrats take back the House majority so we can hold Donald Trump accountable and deliver real results for the American people,” <strong>said Bera. </strong>“I’m proud of my record of getting things done even in the face of partisan gridlock — and I’ll keep fighting to make government work for hardworking families, end the dysfunction in Washington, and deliver for the greater Sacramento region, whether it’s in the new Third District or the new Sixth.”</p><p>Bera looks to build on a strong constituent service record, assisting more than 34,000 residents and returning over $22 million to Sacramento County taxpayers since taking office in 2013.</p>

We need to take bold steps to empower small businesses, reinvest in our children and workforce, streamline government and balance our budgets, restore integrity to our financial system, and capitalize on our region’s unique strengths.</p><p>Getting our region and our country’s economy back on track requires strong leadership rooted in commonsense values and practical solutions.</p><h4>Empower Small Businesses</h4><p><strong>In today’s economy, small businesses employ over half of America’s workers, create nearly two-thirds of all new jobs, and are responsible for over 97 percent of all exported goods. </strong>Our economic policy needs to better reflect the central role of small firms in job creation. This means improving access to capital; extending small business R&amp;D tax credits for the long-term; instituting fairer and simpler tax codes for small businesses; and reforming our healthcare system to contain debilitating costs.</p><h6>Access to capital</h6><p>Nothing is more important to the success of our small businesses than having access to adequate financing. <strong>We need to make loan approval processes simpler and more accessible for the average small business owner; </strong>expand existing Small Business Administration loan and micro-loan programs to provide better start-up and long-term financing options; and strengthen the lending power of community banks and credit unions. Additionally, we should consider extending tax credits to venture capital funds with proven track records for seeding successful small business startups.</p><p>Throughout our nation’s history, small businesses have spurred some of our greatest technological advancements. <strong>But today, our government is not doing enough to help small businesses invest in the research and development necessary to create good jobs here at home. </strong>That is why Dr. Bera continues to fight for small businesses to ensure they are adequately incentivized to improve their competitiveness and drive American enterprise.</p><h4>Tax Reform</h4><p><strong><em>The tax reform that passed at the end of 2017, is bad for middle-class Americans and bad for Californians. </em></strong><em>Not only does it add an additional $1 trillion to the deficit, but it favors corporations and the wealthy in this country over the middle class working families of America. We need tax reform that allows middle class families to not just get by but thrive in our ever-evolving economy. Reform that gives our working middle-class critical deductions and allow Americans to save as well as invest in the future, which is why as your Congressman, Dr. Bera will continue to work towards tax reform that benefits middle-class families.</em></p><h4>Reinvest in Our Children and Workforce</h4><p><strong>We must invest in public education and workforce training, so that young people and a transitioning workforce have the knowledge and skills necessary to succeed.</strong> Improving education must align proper funding with substantive reform to prepare our students for a diversity of careers in a changing global environment. We need to leverage public resources by creating a context for social entrepreneurs, private philanthropy, non-profits, faith groups, and civic organizations to most effectively serve the common good.</p><h4>Clean Up Wall Street</h4><h6>Hold Wall Street Accountable</h6><p><strong>We need to restore commonsense values to our financial system, </strong>so that corporate CEOs and hedge fund financiers are just as accountable for their actions as Main Street business owners.</p><h6>End bailouts, golden parachutes, and outrageous CEO bonuses</h6><p><strong>Oversized financial institutions and their executives have been rewarded for recklessness for too long. </strong>Taxpayers must never again be responsible to bailout massively consolidated—“too big to fail”—banks, while CEOs get away scot-free with Golden Parachutes and million-dollar bonuses.</p><h6>Close corporate loopholes</h6><p><strong>For years, our federal tax policy has been laden with loopholes that allow the rich to get richer, while siphoning off billions of dollars </strong>that could be helping middle class American families and small businesses. We need to expose corporate loopholes and close down offshore tax havens, so that corporations and their executives pay their fair share.</p><h6>End credit card scams</h6><p><strong>Too often, consumers are victims of deceptive credit and loan contracts that they don’t fully understand and can’t afford. </strong>We need financial protections that increase transparency and prevent credit card companies from the trick and trap practices largely responsible for the recent epidemic of bankruptcies and foreclosures nationwide.</p>

Dr. Bera knows that we need immigration policy that makes our country safe and our economy strong. That means we should both strengthen our borders and encourage the best and brightest who study in the U.S. to stay, work here, and create their companies here. Dr. Bera has been proud to support comprehensive immigration reform that secures our borders, addresses the 12 million undocumented immigrants living in the United States, and adds billions of dollars to our economy. Dr. Bera believes that the gridlock in Washington has continually gotten in the way of mending our broken immigration system and will continue to work across party lines to pass meaningful reform.</p><h4>Terrorism: Secure America and Defeat Terrorist Organizations</h4><p><strong>Dismantling terrorist cells and training facilities and stopping terrorism before it starts is critical to America’s National Security. </strong>To defeat global terror networks and prevent new ones from arising, we must take a multilateral cooperative approach. That means we must utilize targeted airstrikes when necessary, dismantle their finances, and ensure our partners in the region do their part. But, we must also do a much better job of stopping and countering vicious propaganda campaign that urges attacks on innocent people by combating their use of the internet and social media to recruit new fighters.</p><h4>Economic Competitiveness: A stronger, more sustainable economy is critical for national security</h4><p><strong>A vibrant American economy means more effective American leadership in an increasingly competitive global marketplace. </strong>It also translates into stronger relationships with allies and trading partners and greater capacity to address emerging conflicts. We must re-tool our economy for the twenty-first century by&nbsp;reinvesting in R&amp;D, renewable energy, public education, workforce training, job creation, and enhanced access to capital for small businesses. California and the Sacramento region are poised to lead&nbsp;the effort to ensure our continued competitiveness.</p><h4>Energy Independence: Central to national security and economic prosperity</h4><p><strong>A reliance&nbsp;on foreign oil helps fund the same&nbsp;extremists our military is fighting. </strong>Dr. Bera knows that there is not enough oil in the United States to drill our way out of this dependence on foreign oil. Dr. Bera believes that transitioning to renewable energy will both create jobs and enhance our national security.</p><h4>Homeland Security: Vigorously protect the United States from terrorism and natural disasters.</h4><p><strong>Dr. Bera believes that we&nbsp;must ensure that our intelligence and law enforcement agents have the resources they need to keep us safe from terrorism. </strong>American security also means protecting ourselves during natural disasters, such as floods and wildfires. However, the law fails to adequately address runaway costs.</strong> As a doctor, Bera understands in real terms how this legislation can impact caregivers and patients. We must reduce waste and fraud, empower the doctor-patient relationship, and improve the health of the American people.</p><h4>Pathway to Universal Coverage</h4><p>Dr. Bera believes every American deserves access to affordable, high-quality healthcare. In Congress, he continues to lead bipartisan efforts to lower costs, protect Medicare and Medicaid, and expand coverage.</p><h4>Lowering Costs</h4><p><strong>Health care costs too much. </strong>Retail charges are too high, and insurance premiums have become unaffordable for too many individuals, families, and small businesses. We can create a claims processing system for physicians, as we have for pharmacists, banks, and investments. We can invest in tools that save on administrative costs while preventing criminal and wasteful fraud. But to solve these pressing problems, we need leaders who care more about fixing our healthcare system than winning petty political battles.</p><h4>Stem Cell Research</h4><p>As a Doctor and UC Davis faculty member, Dr. Bera understands the importance of investing in stem cell research. Too many people suffer from agonizing, debilitating, and life-threatening illnesses. <strong>But Alzheimer’s, diabetes, heart disease, paralysis, and Parkinson’s are tragedies that we can avoid. </strong>One day, families may never again be left to watch helplessly and hopelessly while a loved one suffers. But these miraculous achievements will not come about on their own. We need diligent research, American innovation, and the will to succeed to create a new era of medical—and humanitarian—breakthroughs. Investing to make sure these innovations take place in the United States will not only make our country stronger and healthier, it will create jobs across Northern California.</p><h4>Protect Medicare and Medicaid</h4><p><strong>For decades, Medicare has allowed our seniors to retire with dignity. </strong>By assuring care to aging Americans, Medicare establishes the financial security necessary for a strong and prosperous economy. As a doctor, Dr. Bera understands that we have a lot of work to do in order to improve the efficiency and sustainability of Medicare. But recklessly shifting costs to our seniors is simply intolerable. This includes expanding responsible thinning, prescribed burns, and vegetation management projects while ensuring they are carried out safely and in coordination with local agencies and tribal partners.</p><p>Dr. Bera strongly opposes recent cuts by the Trump administration to the United States Forest Service, which undermine critical wildfire prevention and forest management efforts. <p><strong>SACRAMENTO COUNTY, CA —</strong>&nbsp;Following the successful passage of Proposition 50, Representative Ami Bera (CA-06) announced that he will run for re-election in California’s newly redrawn Third Congressional District, entering the race with nearly $2 million in cash-on-hand. This commanding show of strength puts Democrats in a prime position to pick up CA-03 and reclaim the House majority next November.</p><p>Nonpartisan analysis&nbsp;<a href="https://www.insideelections.com/news/article/a-detailed-analysis-california-redistricting-new-map-texas-gerrymandering" target="_blank" rel="noopener noreferrer">estimates</a>&nbsp;the new district carries a D+6 partisan lean, with Vice President Harris having carried it by approximately 10 points in 2024. Bera’s candidacy brings one of California’s most well-resourced and proven Democratic leaders into a top pickup opportunity.</p><p>Bera, who has represented Sacramento County since 2013, brings deep roots in the region and a track record of winning tough races. He was first elected by defeating a nine-term Republican incumbent in one of the most closely watched races in the country. He went on to win three of the most competitive House elections in the nation — in 2014, 2016, and 2018 — growing his margin each time.</p><p>In 2024, Bera outperformed Harris by 2.4 points in CA-06, demonstrating his ability to exceed favorable Democratic baselines and build support in swing neighborhoods and suburban communities.</p><p>Bera has represented roughly 60 percent of the new Third District at some point during his time in Congress, giving him a strong foundation to build on as he introduces himself to new communities across the district.</p><p>“The path to a Democratic House majority runs through California,” said Bera. “I’m stepping up in CA-03 to help deliver that majority and to keep fighting for the hardworking families who call the greater Sacramento region home.”</p><p>A physician by training, Bera served his community for 21 years as a doctor, as Sacramento County’s Chief Medical Officer, and later as a Clinical Professor of Medicine and Dean of Admissions at UC Davis, where he taught the next generation of doctors to care for their patients. In Congress, Democrat Rep. Ami Bera has made this issue a priority. If re-elected for his seventh congressional term, Bera, a doctor who previously served as Sacramento County’s Chief Medical Officer, promises to continue being a champion of public health.&nbsp;</p><p>Bera represents California’s 6th Congressional District, which lies entirely within Sacramento County. Housing and homelessness are top-of-mind issues for his constituents, and Bera recently told The Bee’s Editorial Board that he supports a humanistic approach to these issues.</p><p>“If we want to revitalize downtown, you have to do some enforcement,” Bera said. “But can you do it in a compassionate way?”</p><p>There is, however, no such thing as a humane anti-camping ordinance — pushing unhoused individuals out of the temporary shelters they call home just so that they pack up and move a mile down the road isn’t an empathetic or long-term solution. Bera would serve his housed and unhoused constituents well by insisting that Sacramento County and city officials develop long-term strategies to address a lack of low-income housing capacity, mental health and substance abuse options causing people to live on our streets.</p><p>Such strategies would align with Bera’s stated support for additional wrap-around services for the unhoused, specifically individuals struggling with addiction and mental health issues. He also supports housing vouchers to keep low-income individuals, who may be on the brink of homelessness, housed. These are the kind of humane solutions to the homelessness crisis that Sacramento needs.</p><p>Bera has become a trusted advocate for national security, veterans and affordable health care, which includes abortion access. He promises to continue delivering for Sacramentans — the same which cannot be said for his competitors in this race.</p><p>Three Republicans are running against Bera: local realtor Christine Bish, small business owner and Robla School District Board Member Craig DeLuz and Citrus Heights Chamber of Commerce Board of Directors Member Ray Riehle. None are likely to pose a significant challenge to Bera.&nbsp;</p><p>After his district was redrawn in 2022, Bera won it handily, with 55.9% of the vote, 15 percentage points ahead of his competitor. None of Bera’s current challengers presented a compelling case for voters to change course.
